- Included are circulars of the Volhynia Provincial Administration on the 1874 draft, with a clarification on procedures for conscripting Jews (1873); records of county recruit offices with information on the number of Jews conscripted (including returnees and penal recruits) (1858-59, 1870); documents (memoranda, writs, disease histories) on their admission and examination; official and alphabetical lists of Jewish conscripts (with information on their places of residence, material status, marital status, literacy level, etc.); receipts of Jewish communities for buyouts from military service via the hiring of “volunteers” to replace Jewish conscripts (1867, 1870); reports of county recruit offices on the harbouring by Jewish communities of conscripts whose “turn” had come up, and on these societies’ arrears; complaints by Jewish townspeople [meshchane] of Kodnia, Cherniakhov, Leshchina, and other towns regarding the unlawful conscription of family members, and correspondence on this subject.
- Administrative/biographical history:
- This functioned pursuant to the Recruitment Charter and was in charge of all issues pertaining to the fulfilment of conscription requirements by the population of the Volhynia province (including Jews) subject to the poll tax. It was immediately subordinate to the War Ministry, and subordinate to it, in turn, were county recruit offices. It was headed by the chairman of the Volhynia Revenue Chamber and consisted of a councillor of that chamber, the head of its poll-tax census department, the Zhitomir county marshal of the nobility, a military inspector, and a medical official. Liquidated in 1874 upon the introduction of a new charter on the fulfilment of conscription requirements, it was replaced by the Volhynia Province Conscription Office (see f. 430).
