- Among financial and economic documents connected with the activities of the collection creator are (op. 1-2) files dealing with the taxation of the Jewish population: on arranging bidding on contracts for collection of the korobka [kosher meat tax] for towns of Zhitomir county; on farming out the korobka (for Goroshki, Zhitomir, Ivnitsa, Levkov, Pulin, Cherniakhov, etc.); on spending korobka funds “on public needs,” for Jewish educational and charitable institutions, hospitals and almshouses, synagogues and cemeteries; repair of the road leading from Zhitomir to the suburb of Smolianka; and health measures related to the struggle against cholera, etc.; files on approving the apportionment and levying of the candle tax and the distribution of funds thereof; on providing data to the Volhynia Provincial Administration on turnovers of “korobka and candle funds” for the city of Zhitomir and Zhitomir county (1911); etc.There are also files on the election of the rabbi of the Zhitomir district, members of boards of Jewish houses of worship and charitable institutions of the city of Zhitomir, and the honorary trustee of the Zhitomir Talmud-Torah (1899-1903); on working out rules for the management of the Zhitomir Jewish Burial Society (hevra kadisha) and for elections of its superintendent (1900); reports of townsmen’s [meshchanskie] starostas on expenditures by Jewish houses of worship (1897-98); petitions to acquire a plot of land for the Zhitomir Choral Synagogue (1897) and to build a house of worship for craftsmen of the cabinetmakers’ guild (1877); a copy of instructions for procedures for executing judicial decisions on the issuance of certificates of craft expertise to Jews by municipal administrations (1911); etc.
- Administrative/biographical history:
- Established in 1875 as an executive organ of municipal public self-government, this body was elected by the Zhitomir Municipal Duma and was immediately subordinate to it. The administration’s jurisdiction included the city’s economy, the drafting of budgets, the assessment and levying of various taxes (including the particular Jewish ones, the candle tax and the korobka [kosher meat tax]), local industry, construction, and trade. It was dissolved in 1919.
