- Among documents housed in the fonds (op. 1) are maps of the city of Berdichev and population centres of Berdichev county, and in particular the town of Belilovka, with Jewish cemeteries indicated, as well as territories allotted to Jewish homes and Jewish community entities (synagogues, hospitals, and educational institutions), and land plots of Jewish ground-renters.
- Administrative/biographical history:
- Established pursuant to the Statute on the Land Settlement of Rural “Eternal” Ground Renters in the Western and Belorussian Provinces of 9 June 1886, these offices were under the jurisdiction of the Ministry of Internal Affairs, and directly subordinate to the Volhynia Provincial Office of Peasant Affairs. Functions of the offices included establishing “eternal” ground renters’ ownership rights; setting the amount of tax (ground rent) and of in-kind ground-rent duties converted to money, and the redemption fee for each “eternal ground-rent” [vechnochinshevyi] plot; issuing deeds of transactions between ground renters and landowners; etc. The offices were liquidated in 1919.
