A number of documents housed in the fonds (op. 2) shed light on the state of Jewish historical and culture landmarks in Volhynia and efforts undertaken to restore them. These include a petition by the Jewish religious community of L’vov, Chief Rabbi of western Ukraine and the city of L’vov M.-Sh. Bold, and the American-Ukrainian Bureau for Human Rights and the Observance of Current Legislation for permission to perform archaeological excavations to find the foundation of the ohel [structure over the tomb] at the burial site (in Vladimir-Volhynskii) of a prominent religious figure, the rabbi and philosopher Shlomo-Mordechai Gottlieb (1740-92); historical information on Sh.-M. Gottlieb; information of the Vladimir-Volhynskii City Executive Committee on granting the requisite permits; correspondence with the Jewish religious community of L’vov on improvements to the Jewish cemetery in Vladimir-Volhynskii and on determining its boundaries, and aerial photography of the cemetery (1997-2000).
There are also lists of Jewish burial places in the territory of the Volhynia region, including places of mass shootings of the Jewish population and information on memorialising the victims (2001); a copy of correspondence of the president of the Association of Judaic Religious Organizations of Ukraine (OIROU) and Chief Rabbi of Kiev and Ukraine Ia.-D. Blaikh with the State Committee on Religions on giving back the buildings of Lutsk synagogues (2003); data on religious organisations and ethnic-cultural societies, including Jewish ones, functioning in the territory of the region (1994-2005); etc.

On 30 November 1944, by order of the Volhynia Regional Executive Committee, the office of the Plenipotentiary of the USSR Council of Ministers’ Council on the Russian Orthodox Church was established; subsequently, on 25 February 1945, the office of the Ukrainian SSR Council of Ministers’ Plenipotentiary on Religious Cults for the Volhynia Region was introduced. Earlier, in accordance with an order of the Council of People’s Commissars (18 December 1943), two councils had been established, the Council on the Russian Orthodox Church and the Council on Religious Cults. Subsequently, by order of the Council of Ministers of the Ukrainian SSR (8 December 1965), these were united in a single Council on Religious Affairs, and on 25 June 1966 was introduced the office of the USSR Council of Ministers’ Plenipotentiary on Religious Affairs for the Volhynia Region. This official was charged with monitoring the strict adherence to legislation on “religious cults” by local religious organisations and clergymen, as well as by the authorities (from which this official was formally independent) and individual citizens.
Later, by order of the Central Committee of the Communist Party of Ukraine and the Council of Ministers of the Ukrainian SSR (25 January 1965), the same functions were invested in the Plenipotentiary of the USSR Council of Ministers’ Council on Religious Affairs for the Volhynia Region, whose office was renamed the Ukrainian SSR Council of Ministers’ Plenipotentiary on Religious Affairs by order of the Council of Ministers of the Ukrainian SSR (6 November 1974). Its final title was the Volhynia Regional Council of People’s Deputies Executive Committee’s Plenipotentiary on Religious Cults. This office was dissolved in 1992 with the formation of the Volhynia Regional State Administration’s Department of Religious Affairs. This body has also been renamed on several occasions: starting 2 November 1994, it was called the Department of Nationalities, Migration, and Religious Organizations; 25 December 1995, the Department of Religious Affairs; 18 June 1998, the Administration on Nationalities, Migration, and Religions; and 11 January 2003, the Department of Religious Affairs.
