The description below relates to the fonds of the Townsmen’s Administrations of Kashovka, Mel’nitsa and Nesukhoizhi. Housed in the fonds are orders and instructions of the Volhynia Provincial Administration on procedures for apportioning the candle tax among Jewish communities (1897-98, 1908, 1912); records of the assessment and payment of the candle tax and korobka (1902-04, 1906, 1909); an announcement “summoning [individuals] to fulfil military service duty,” and lists of Jewish townspeople (1902); lists of payers of the candle tax (1904-05, 1907) and of Jewish recruits (1906, 1908, 1909, 1912-16); and documents of same (family lists, excerpts from vital records, copies of birth certificates, etc.); and logs of incoming amounts and disbursements from korobka funds (1907).
There is also an order of the Kovel’ Municipal Administration to synagogues and Jewish religious schools on rules for filling out cash books (1908); a decision of the same municipal administration appropriating from Jewish townspeople’s associations certain amounts from leftover korobka funds toward constructing and maintaining a building for a trade school in the city of Kovel’ (1908), etc.

- Townsmen’s administrations were established pursuant to the Senate edict “On the City Statute” (16 June 1870). Elective estate institutions for the management of the affairs of townspeople [meshchane] in particular, these kept track of the townsperson population, compiled lists of townspeople subject to conscription, and apportioned and collected levies, including the particular taxes on Jews – the korobka [kosher meat tax] and candle tax. They were abolished in 1919.
