Included are plans and schedules of operation, and minutes of conferences of the national minorities’ sector of the Kiev Municipal Department of Education (1931) on the state of the Morris Winchevsky Central Jewish Library; on methodological issues pertaining to running libraries’ Jewish departments and popularising Jewish literature; on increasing the size of the network of Jewish preschools in locales with a high concentration of Jewish residents, and on the need to educate children in their native language; on measures “to invigorate” the Jewish section of the Kiev Evening Workers’ University; on the Jewish department of the Kiev Arts Technicum; on enterprises’ and workers’ brigades’ sponsorship [shefstvo] of the All-Ukrainian Academy of Sciences’ Institute of Culture, the Jewish department of the Education Institute, the Jewish Cooperative Technicum, and Jewish kolkhozes; on the need to organise Jewish sectors at Kiev enterprises (the Bolshevik factory; Kiev-odezhda [clothing]; etc.); on holding a Kiev conference on issues of “cultural-educational work among Jewish toilers,” and a conference of “Jewish cultural workers”; on preparing Yiddish-language radio programmes for children; etc.
There are also minutes of sessions of sectors devoted to mass communist education and communist children’s education, in which the improvement of the operations of the Kiev State Jewish Theater was discussed, as was the First Industrial Combine’s Jewish Commune (1930-31); excerpts from minutes of sessions of the Kiev Municipal Committee of the Education Workers’ Labor Union on combating antisemitism among children (1931); minutes of assemblies of directors of Kiev national-minorities’ schools on preparing Jewish schools for the new school year (1933); statistical information on the ethnic makeup of students of Kiev labour schools and technicums (1931); materials on the Kiev Theater Trust (which included the Kiev State Yiddish Theater, the Jewish Young People’s Theater, and the Jewish Workers’ Youth Theater [TRAM]), and on the assignment of the accommodations of the Jewish Drama Theater thereto (1931); etc.
- Administrative/biographical history:
- This was established pursuant to a decree of the All-Ukrainian Central Executive Committee (VUTsIK) and the Ukrainian SSR Council of People’s Commissars of 20 May 1931. It had oversight of the operations of district education departments and secondary educational institutions, and also of preschools and cultural-educational institutions. Structurally it was part of the Kiev Municipal Council of Workers’, Peasants’, and Red Army Deputies (from 1939 on, of Toilers’ Deputies; and from 1977 on, of People’s Deputies); and since 1992, it has been under the jurisdiction of the Kiev Municipal State Administration.
