A considerable portion of the fond consists of documents pertaining to the history of Jewish education and the education of Jews in Russian general-education schools. Among these are circular orders of the Ministry of Education, the superintendent of the Kiev Educational District, and the director of schools of the Kiev province stipulating that the quota established for Jewish pupils (in high schools [gimnazii] and general secondary schools [realschule, real’noe uchilishche]) and ratio of pupils of all confessions to Jewish pupils was to be applied in secondary and lower-level technical schools; materials on the condition of state and private Jewish schools and cheders: statistical records, account, reports, and communiqués from their directors and owners; correspondence on opening new Jewish private schools and Talmud-Torahs in the district as petitioned by Jewish communities and particular individuals, and information on the political reliability of the latter; and minutes of the pedagogical boards of these educational institutions; applications by cheder-owners and melameds for teaching certification, and the Rules on Procedures for Applying the Law of 1 March 1893 on Melameds, Teachers of Jewish Religious Law.
Also housed in the fond are instructions, approved by the Kiev Educational District’s Trustee Council, on Talmud-Torahs (1911); dispatches by police constables [uriadniki] reporting the discovery of secret cheders and Talmud-Torahs in population centres of the district, and instructions that these be closed; personnel files of Jewish teachers; information on the number of children (including Jewish ones) of school age in the settlement of Boiarka (Kiev county); translations from the Hebrew of poetic and prose texts made by Sh. Veits, director of the Makarov Talmud-Torah; etc.
- Administrative/biographical history:
- The first school district of the Kiev Province (one of the four into which it was divided) included Kiev and Radomysl’ counties. The district was headed by an inspector, who monitored operations of all elementary and secondary schools (including Jewish ones) in the territory under his jurisdiction; he answered to the Southwestern Territory School Inspectorate, which in turn was under the jurisdiction of the Kiev Educational District.
