Among documents housed in the fond are circulars of the Kiev Governor-general and Kiev Provincial Administration on procedures for compiling and keeping family lists of Jewish townspeople assigned to the Jewish communities of towns, and in particular, stipulating that Jews were not to be included in such family lists without documentation from vital records; nor were they to be issued passports without certification of registration with the requisite draft precinct office; circulars on issuing residence permits to Jews (per classified instructions of the Department of the Police, these documents were not to be addressed directly to Jews, as in the case of persons of other religious confessions, but conveyed to them through the police, whose employees were to enter the document-bearers’ descriptions themselves); circulars on the voting rights of the Jewish population, and on the categories thereof who did not have this right.
The fond also contains data on the allocation of candle tax funds toward the maintenance of Jewish schools (and a decree granting a candle tax cut to the Jewish community of the town of Makarov [Kiev county] due to a fire that occurred there in 1911); and the apportionment of korobka leases by Jewish community of the Kiev province.
- Administrative/biographical history:
- This was established pursuant to the Senate edict “On the City Statute” (16 June 1870) as an elective estate-based [soslovnoe] institution to govern the affairs of townspeople. It was under the jurisdiction of the Kiev Municipal Duma. It apportioned and collected taxes (including the particular Jewish ones, the candle tax and korobka [kosher meat tax]), kept records on the townsperson population, compiled lists of townsmen subject to military conscription, etc. It was dissolved in 1919.
