- Included are files on the legal and property status of the city’s residents, including Jewish ones: edicts of the provincial administration on procedures for Jews to register in the merchant estate; barring Jews from engaging in commerce in Kiev; and establishing special inns for Jews, with information on the leasing of these inns; materials on the registration of Jewish converts to Christianity as members of Kiev’s merchant estate, and on the privileges granted to these persons; on the registration of Jewish merchants (in particular, the well-known entrepreneurs and philanthropists Z. M. Brodskii, I. M. Ziatsev, and A. A. Kupernik) as members of Kiev’s merchant estate; proceedings of elections of crown rabbis in Kiev, and the text of the rabbinical oath (in Russian and Hebrew); materials on the maintenance of Kiev’s Jewish hospital, on the allocation of korobka [kosher meat tax] funds toward it, and on donations for this purpose by Jewish philanthropists; files on the allotment of land plots for Jewish houses of worship, and on the opening of Kiev’s Jewish Bazaar (1860); files on the apportionment of real estate taxes in various districts of Kiev indicating the estate affiliation and religious confession of Jewish owners; etc.
- Administrative/biographical history:
- This was established pursuant to the Charter to the Cities (1785) as an administrative body of city government; it curtailed the authority that had been invested in the Kiev Municipality by the Magdeburg Rights. In 1834, Kiev’s Magdeburg Rights were abolished completely, and the municipal duma now entirely replaced the municipality in governing city affairs. Per the City Statute of 1870, the executive body of the municipal duma was the municipal administration; and from 1872 on, all materials pertaining to duma operations were housed in the administration’s recordkeeping. The municipal duma heard Jews’ requests for registration in the townsperson and merchant estates (insofar as per an edict of Nicholas I, Jews were barred from permanent residence in Kiev from 1827 on, until the late 1850s such requests were granted only to Jewish converts to Christianity); and after Alexander II granted certain categories of Jews the right to reside outside the Pale of Settlement, the duma issued documents to such persons attesting to their residency rights and entitling them to engage in commerce and own real estate; and the duma heard applications for permission to establish houses of worship, and ratified the election of crown rabbis. It was liquidated in 1919.
