- Administrative/biographical history:
- This was established in February 1919 as a standalone department of the Kiev Provincial Executive Committee. It oversaw public services and municipal improvements in the territory of the Kiev province, and answered to the Ukrainian NKVD and the Kiev Provincial Executive Committee. The Provincial Public Services Department owned most religious structures, including Jewish ones, and rented these to corresponding congregations. Its jurisdiction included provincial, municipal, and district architectural services that inspected religious buildings and made assessments as to the possible use of same; and it had oversight of ritual services and cemeteries. It was liquidated in March 1924, its functions transferred to the newly-established Area Public Services Department (Okrkomkhoz).
