- Administrative/biographical history:
- The Kiev Provincial Social Services Department organised this subsection in March 1919 pursuant to a Provisional Workers’ and Peasants’ Government of Ukraine decree on the separation of church and state. It was divided into seven sections, those of architecture, archaeology, industrial structures and apartment houses, accounting and economics, accounting and finance, and the section on “religious cults.” This agency registered the property of religious institutions (including Jewish ones), and confiscated and sold the valuables belonging to them. Valuables inventoried in 1919 by inspectors from the Subsection on Liquidating the Property of Religious Establishments were seized to benefit famine victims in 1921-23. Thus for instance, the subsection sent orders to Kiev synagogues in 1922 stipulating that representatives thereof were to deliver all gold and silver items catalogued in inventory lists to the provincial finance department; noncompliance would result in revolutionary tribunal sanction. The Subsection on Liquidating the Property of Religious Establishments also audited the account-keeping and cashbooks of synagogues. It was liquidated in 1923.
