- Several of the fond’s documents reflect relations between the Area Land Department (and entities subordinate to it) and the Jewish population of the Kiev Area. Among these are materials on organising a Jewish agricultural labour collective (named in honour of the Internationale) in the Khabno district (lists of the collective’s members, with profession and family makeup indicated; correspondence with a plenipotentiary of the collective; an extract from minutes of the Khabno Agricultural Conference on transferring a land plot to the Jewish collective); a model charter for agricultural labour cooperatives used to establish the L. M. Kaganovich Jewish agricultural society in the settlement of Pushcha-Voditsa, and information on the cooperative’s members; questionnaire forms of Jews of the city of Borispol’ who were members of the Nay lebn resettlement society; “family forms for Jewish toilers wishing to transfer to farming,” as drawn up by the Committee on Land Settlement of Jewish Toilers (KOMZET); information on Jewish farmers of the city of Smela, and Jews’ certificates for rail transport at the resettlers’ rate. Also included are minutes of sessions of the Kiev Area Executive Committee presidium for 1925-26 containing rulings exempting Jewish Musical Comedy Theater shows from local taxes; and closing the Kiev Choral Synagogue; and a synopsis of a report on the operations of the Kiev Area National Minorities’ Commission containing information on the area’s Jewish population and the number of Yiddish-language educational institutions and Jewish agricultural collectives therein.
- Administrative/biographical history:
- This was established in 1924 upon the reorganisation of the Kiev Area Land Administration, which had been organised in 1923 during the reform of administrative-territorial divisions in Ukraine and the replacement of counties with areas. It answered to the Ukrainian SSR People’s Commissariat of Farming and the Kiev Area Executive Committee. It had oversight of the operations of land agencies and agricultural institutions in the territory of the Kiev area; drafted and implemented agrarian policy measures; maintained land records; and protected forests and arable land. The Area Land Department had oversight, in particular, of issues pertaining to organising and registering Jewish agricultural labour collectives, apportioning land plots to them and equipping them; and it was in charge of the resettlement movement. It was dissolved in 1930 upon the liquidation of areas.
