- Materials housed include edicts of the Kiev Provincial Administration introducing the keeping of vital records of births, deaths, and marriages among Jews, and stipulating that information on them be provided (1848); permitting Jewish townspeople to visit provinces neighbouring that of their permanent place of residence, without their families and for a set period of time, in order to buy food items; stipulating that Jewish homes located within fifty versts of the border with Austria and Prussia were not to be mortgaged, and stipulating the reciprocal deportation of Jewish fugitives from Russia and Austria; introducing an excise on yarmulke-wearing; setting procedures for verifying signatures in Hebrew- or Yiddish-language documents; exempting students of rabbinical seminaries from military conscription (for the duration of their studies); allowing the conscription of Jewish children thirteen years or older who had been born since the last census; and appointing “learned Jews” to serve the governor-general in particular missions requiring knowledge of the rules and customs of Judaism; police officers’ reports on fires breaking out in Jewish homes; on a Jewish communal bathhouse that had burned down; etc.
- Administrative/biographical history:
- The office of county solicitor was introduced in 1782 pursuant to the Regulation on the Provinces (1775). Answering to the provincial public prosecutor, the county solicitor oversaw the operations of county institutions and monitored the proper application of laws and implementation of court rulings. The office of county solicitor was dissolved in 1880.
