- Included are investigative materials on the activities of Jewish public organisations and political parties (the Zionist Socialist Workers’ Party, the Bund, etc.); materials on economic crimes committed by Jews, including on Jewish merchants’ and townspeople’s unlawful engagement in commerce outside the Pale of Settlement; files on the surveillance of Jewish foreigners suspected of espionage; on the monitoring of persons educating Jewish children without requisite authorisation; on rabbis accused of keeping vital records in an improper manner, and on Christians accused of converting to Judaism; files on the investigation of the assassination of Russian Prime Minister P. A. Stolypin by D. G. Bogrov; on the investigation of Mendel Beilis, accused of ritual murder; on prosecuting newspaper editors for publishing material on “the Jewish question” in connection with the Beilis case; documents on pogroms against Jews in Kiev and population centres of the Kiev province; on Jewish victims thereof, and on prosecuting pogromists and persons who had bought up property plundered from Jews; on crimes motivated by antisemitism, in particular, the arson of shops at Kiev’s Jewish Bazaar; etc.
- Administrative/biographical history:
- The office of the Kiev Circuit Court public prosecutor was established in 1880 pursuant to an edict of 11 December 1879 that introduced the Judicial Statute of 1864 in the Kiev, Podolia, and Volhynia provinces. It was dissolved in 1919. The collection creator was under the jurisdiction of the Ministry of Justice, and monitored the observance of laws; operations of the circuit court, court investigators, and police institutions; and the condition of incarceration facilities. This official acted as the state prosecutor in court trials, including in cases of particular resonance involving Jews accused of crimes or crimes committed against Jews.
