- Included are materials on researching the living conditions of representatives of various nationalities in the territory of the Ukrainian SSR, including Jews, and statistical data on the number thereof; materials on the activities of the Society for Land Settlement of Jewish Toilers (OZET) and the Committee on Land Settlement of Jewish Toilers (KOMZET); documents on the formation of national districts, particularly the Kalinindorf and Stalindorf Jewish National Districts, and of national village councils; on the use of Yiddish in education and record-keeping; and on opening Jewish professional and general-education schools and Jewish chambers of people’s courts; correspondence with the editorial boards of newspapers (Serp [The Sickle], Der shtern [The Star], Der emes [The Truth]); a draft statute on the All-Ukrainian State Jewish Historical Archive; etc.
- Administrative/biographical history:
- This was established by decree (24 April 1924) of the All-Ukrainian Central Executive Committee (VUTsIK) in Khar’kov to replace the Ukrainian SSR NKVD’s national affairs department, which had been liquidated in March 1923. The Central Commission on National Minorities was in charge of issues pertaining to the political and cultural development of ethnic minorities in Ukraine. It took part in drafting requisite legislation, collected and summarised data on the economic and cultural life of national minorities, and oversaw its local entities: regional national minorities’ bureaus and district executive committees’ commissions on national minorities. On 29 February 1928, the VUTsIK ratified a new statute on the activities of the Central Commission on National Minorities, pursuant to which its functions underwent significant expansion.
