- Documents housed include a communiqué of the Podolia provincial commandant to the effect that the monarchist Red Dot [Krasnaia tochka] society had turned up in the province (appended are copies of Order № 79 of 24 March 1918 and appeals to the population issued by the executive committee of this society urging people to disarm Jews and confiscate their property); a list of Central Rada members, including delegates from Jewish parties (the Bund and the United Jewish Socialist Workers Party [Fareynikte]); and lists of councillors of and candidates to the Haisin Municipal Duma, including persons elected on Jewish party tickets.
- Administrative/biographical history:
- Answering to the provincial starosta, the county starosta represented local administration during the Ukrainian State [Ukrains’ka derzhava] of Hetman P. P. Skoropads’kyi (April-December 1918). The institution of county starostas was based on that of the county zemstvos functioning until 1917 and the analogous institution of the county commissars operating during the Ukrainian People’s Republic (1917-April 1918). The county starosta’s staff oversaw operations of rural, town, settlement, and village government bodies in the territory of the county, and of county military and economic commandants. When S. V. Petliura’s Directorate came to power in December 1918, county starostas were replaced by the restored county commissars.
