- Documents included pertain mainly to I. B. Gurevich’s activities as a deputy to the Fourth State Duma. Among these are personal and official correspondence of I. B. Gurevich, including letters addressed to him from institutions, public organizations, and private individuals with inquiries, requests, and complaints, primarily regarding infringements of the rights and interests of Jews: on refusals to grant Jews residence rights; on Jews’ lack of opportunity to matriculate at educational institutions; on the unlawful drafting of Jews for military service; on pogromist tendencies among the population; etc. There is also a letter from the director of the Office of the Emperor’s Viceroy in the Caucasus on the application of a circular of the viceroy barring Jewish refugees from settling in that territory (1916); a request by one Kagan, a teacher of a Zhmerinka Talmud-Torah, to clarify whether Talmud-Torah teachers fell under the category of those exempt from mobilization (1916); and information on the publication of the weekly American Jewish Chronicle (New York), and an offer to send it. Also housed in the fond is a stenogram of I. B. Gurevich’s speech in the State Duma (15 March 1916) on the unwarrantedly harsh policy of the Ministry of Education vis-à-vis the quota for Jews in institutions of higher learning, and on the fact that such a policy was not in the state’s interest.
- Administrative/biographical history:
- Ezekil’ (Iezekil’) Bentsionovich Gurevich (1861-?) was a doctor, Jewish public figure, and member of the Party of Constitutional Democrats [Kadety]. He graduated the Pskov High School [gimnaziia] and then the Iur’ev (Tartu) University Medical School (1887), upon which he served as a doctor at the Iakobshtadt City School. In 1912, he was elected deputy from the Kurlandiia [Courland] province to the Fourth State Duma. He sought to defend the rights and interests of Jews, particularly in connection with the deportation of Jews from the Kurlandiia province during the First World War.
