- Included are circulars of the Main Administration for Press Affairs barring publication of works of Sholom Aleichem; a Main Administration for Press Affairs circular of 9 July 1915 barring the issuance or distribution of Hebrew- or Yiddish-language publications in the interest of countering espionage; orders of the Kiev governor on monitoring coverage of the Beilis trial in the local periodical press; a notification of the chair of the Kiev Temporary Committee on Press Affairs to the Main Administration for Press Affairs on fining various periodicals for publishing articles on the “Beilis affair” and on the state of Jews in Russia. There are also reports of the Kiev governor on certifying Jewish newspapers and journals (in Yiddish and Hebrew) for publication: Ha-tsofe, Dos Folk, Ha-prahim, Komerts-blat, Di Folk-Shtime, Kiever Togblat, Der Gal’vestoner emigrant, Vogii, Dos Naye Lebn, and Undzer veg; publication plans of certain periodicals, and information on them; lists of periodical publications (including Jewish ones) published in Kiev and the Southwestern territory in 1906-17; various persons’ applications for permission to publish newspapers and journals (including Jewish ones); orders of the Kiev Temporary Committee on Press Affairs on the hiring and dismissal of censors for Hebrew- and Yiddish-language works; memoranda of the Kiev special censor for foreign literature to the Central Committee on Foreign Censorship submitting, for the latter’s consideration, Hebrew- and Yiddish-language books published abroad, and lists of these publications.
- Administrative/biographical history:
- Established by order (12 May 1906) of the Ministry of Internal Affairs, the Kiev Temporary Committee on Press Affairs answered to that ministry’s Main Administration for Press Affairs. The committee’s functions included supervising periodicals published in Kiev as well as in the territory of the Kiev, Podolia, Volhynia, Poltava, and Chernigov provinces. The committee included a censor for Jewish publications (among those occupying this post was Kiev Theological Academy professor A. A. Glagolev). Operation of the Kiev Temporary Committee on Press Affairs was based on the censorship charter and the temporary rules on the periodical and non-periodical press promulgated in 1905-06, which abolished the practices of preliminary censorship and administrative punishment, but retained that of judicial prosecution for violations of censorship rules. The Kiev Temporary Committee on Press Affairs was liquidated by decree (27 April 1917) of the Provisional Government, along with the Main Administration for Press Affairs and all its local entities.
