- Included, in Russian with Yiddish signatures, is correspondence between the Trustee Committee for Foreign Settlers in the Southern Territory of Russia, the Kherson Provincial Trusteeship for Jewish Settlement Affairs, the Seidemenukha Village Board [sel’skii prikaz], and the community of Jewish farmers of the Bol’shaia and Malaia Seidemenukha colonies on this community’s debts, and on canceling the lien placed by the Trustee Committee on the community’s income from quitrent land [obrochnaia zemlia].
- Administrative/biographical history:
- The Office of Trusteeship over Foreign Settlers of Novorossiia [New Russia] was established in Ekaterinoslav in 1800 to administer the foreign colonies [i.e., colonies settled by non-Russians] of the Novorossiia territory (comprising the Ekaterinoslav, Tavriia, and Kherson provinces). In 1818, in light of the increased number of foreign settlers and the government’s plans to attract more of them, it was reorganized as the Trustee Committee for Foreign Settlers in the Southern Territory of Russia. This body was subordinate to the Ministry of Internal Affairs until 1837; from 1837-71, to the Ministry of State Property. Holding jurisdiction over the Ekaterinoslav, Odessa, and Bessarabia Offices of Foreign Settlers, the Trustee Committee was located in Ekaterinoslav (1818-20), Kishinev (1820-33), and Odessa (1833-71). It was dissolved on 4 June 1871, its functions transferred to local administrative institutions (including the Kherson Provincial Trusteeship for Jewish Settlement Affairs, which was under the jurisdiction of the Novorossiia governor-general).
