- Municipal dumas were established as administrative bodies of city self-government (the Ochakov Municipal Duma, in 1872 pursuant to the City Statute of 1870). They were under the jurisdiction of the Ministry of Internal Affairs. They consisted of councilors, were headed by mayors, and were in charge of construction, trade and the financial and economic affairs of the city’s administration. The Ochakov Municipal Duma’s executive body was the municipal administration. Dumas monitored the activities of various associations and communities, including Jewish ones; set the amounts of local excises and taxes (including the particular Jewish ones, the korobka [kosher meat tax] and candle tax); etc. They were liquidated by Soviet power in 1920.
