- Materials housed in the fond include circulars, instructions, and orders of the Kherson Provincial Administration on procedures for organizing and collecting the candle tax from the Jewish population to fund the establishment of Jewish schools (1846); city hall orders on procedures and deadlines for collecting the poll tax from the city’s Jewish population (1852, 1854); notifications of the Odessa County Treasury on funds received from the city hall representing poll-tax payments made by the Jewish population of the city of Ochakov (1846), and correspondence with the treasury on levying taxes and assessments, including the korobka [kosher meat tax], from Jewish townspeople of Ochakov (1852); reports of city starostas on levying state taxes from the Jewish population of Ochakov, and city hall rulings upon the posting of these funds (1853-54); etc.
- Administrative/biographical history:
- The City Hall was established in 1809 in accordance with the City Statute of 1785. It was a body of estates-based self-government, and was in charge of administrative-economic, judicial, and financial affairs of the city’s townspeople and merchants. It was liquidated in accordance with the Rules on the Abolition of Municipalities and City Halls (13 April 1866), upon which the city hall’s legal authority was transferred to the county court, and its administrative and representative functions to the municipal duma.
