The collection “Minutes of the conferences of the Tyrolean Estates”, held by the Tyrolean regional archive of Innsbruck, is a non-Jewish assemblage with several Jewish-related documents.
The collection covers the period 1443–1787 and consists of a book series, “Conferences of the Tyrolean Estates”, divided into four subseries: 1. Landtag und Engerer Ausschuss 1443 bis 1785 (Landtag and Inner Committee) (62 volumes); 2. Steuerkompromissakten 1730 bis 1787 (Compromise records concerning taxes) (13 volumes); 3. Innsbrucker Aktivitätsprotokolle 1723 bis 1783 (Activity minutes of Innsbruck) (22 volumes); 4. Boznerische Aktivitätsprotokolle 1723–83 (Activity minutes of Bolzano) (15 volumes).
The first three volumes include deeds and compilations of meetings of the Landtag from the 15th and 16th century, while the fourth contains the actual minutes [q.v. Beimrohr, Das Tiroler Landesarchiv und seine Bestände, 286].
Two repertories or indices to this collection were created after 1754: volumes 386 (A–L) and 387 (M–Z). A further index in repertory I/24 includes references to the Landtag records (q.v. JMH-167 in the Yerusha database) [q.v. Repertory B. 634, 111–12].
The repertories should be consulted for Jewish history research, as they contain several Jewish-related references under J, which correspond to the records and minutes of the estate conferences. References in index 386 (A–L) are a record dealing with the 1338 expulsion of Jews from Wolfsberg and a record about identification signs for Jewish people.
The first reference concerning Jews in Wolfsberg is found in volume 1 (1323–1602, Kopiale Urkunden und Verhandlungen der Landschaft), but some references in the repertories do not correspond to the related signatures. In this case, the reference in volume 1 could not be found. However, the volumes generally include their own indexes, which can be used to find Jewish-related documents.
Volume 1 contains a reference to Jewish people in its appendix. Among other matters, such as interest, hunting and fishing, this document deals with the expulsion of Jews from Tyrol. It states that Jewish people were not permitted to live and work there as their business would hurt the local subjects. The aristocrats in their dominions were asked to force Jews to leave Tyrol.
Volume 4 (Landtagsverhandlungen der Jahre 1536, 1546, 1551, 1566, 1592) refers to the identification signs to be found on page 96. The record concerns a sign in the form of a yellow ring, which was to be worn to distinguish Jews from other subjects. This regulation was not followed, and as punishment, Jews were ordered to wear a yellow cloth or scarf on their hat, which could not be easily hidden. The date of this record is not mentioned.
It is possible that there are more references and records in the other volumes of this assemblage. 387 volumes in total are listed on pages 114–40 of repertory B. 634.
This collection should be considered alongside the “Records of the Landtag” (JMH-167 in the Yerusha database) for an overview of Jewish life.
- Archival history:
- This collection was transferred to the Tyrolean Regional Archive according to the regular document transfer process stipulated by national archival regulations.
- Administrative/biographical history:
- The accumulator of this collection was the Tyrolean territorial estates (“Tiroler Landschaft”), a corporation consisting of the Tyrolean aristocracy and important economic cities established in opposition to their territorial lord. Important decisions, territorial matters and emergencies were discussed by the Tyrolean Serenity and the estates. The estates were a powerful counterpart to the territorial lord due to their financial and economic resources and political influence. During the Middle Ages, the estates were structured into four groups: the aristocracy; territorial cities and scattered markets; prelates; and judicial communities, which were mainly composed of peasants. These groups, along with the territorial Serenity, made up the Landtag. Only the territorial lord could convene the Landtag, which met irregularly in various locations. The lord used the assembly to voice his concerns, make financial demands and negotiate with the estates, who in turn made demands and complaints to the lord. The Landtag differed from the modern state parliament, as it lacked legislative power and control over the lord’s territorial governance. The estates reached their height of influence in the 15th and 16th centuries, after which their powers waned due to the increasing influence of the territorial lord and his administration. By the end of the 18th century the estates had lost all their power and influence [q.v. Beimrohr, Das Tiroler Landesarchiv und seine Bestände, 284–85].
