The series “Upper Austrian Chamber – Record series – General incoming records”, held by the Tyrolean regional archive of Innsbruck, is a non-Jewish collection with a small number of Jewish-related documents. The series covers the period 1655–1771 and is a principal part of the extensive record series of the chamber. The record series consists of six sub-series [q.v. Beimrohr, Das Tiroler Landesarchiv und seine Bestände, 78]:
1. “Einlauf-Resolutionen von Hof” (Incoming resolutions of the court), 1521–1788
2. “Einlauf allgemein” (General incoming records), 1665–1771
3. “Auslauf-Gutachten an Hof” (Outgoing reports to the court), 1656–1771
4. “Auslauf-Entbieten und Befelch” (Outgoing announcements and orders), 1656–1771
5. “Auslauf-Gemeine Missiven” (Outgoing general missives), 1676–1771
6. “Auslauf-Bekennen” (Outgoing records – concessions), 1600–1760.
The record series of the chamber is more compact than that of the Upper Austrian government. Files which were not preserved through are from the 16th century and the first half of the 17th. Most of the listed sub-series are completed by the following parallel cartularies [q.v. Beimrohr, Das Tiroler Landesarchiv und seine Bestände, 78-79]:
1. “Geschäft von Hof” (Business of the court), 1496–1797 for the sub-series “Einlauf-Resolutionen von Hof” (Incoming resolutions of the court), 1521–1788
2. “Entbieten und Befelch” (Announcements and orders), 1496–1797 for the sub-series “Auslauf-Entbieten und Befelch” (Outgoing announcements and orders), 1656–1771
3. “Gemeine Missiven” (General missives), 1527–1783 for the sub-series “Auslauf-Gemeine Missiven” (Outgoing general missives), 1676–1771
4. “Bekennen” (Concessions), 1496–1783 for the sub-series “Auslauf-Bekennen” (Outgoing records – Concessions), 1600–1760
5. “Gutachten an Hof” (Reports to the court), 1500–1787 for the sub-series “Auslauf-Gutachten an Hof” (Outgoing reports to the court), 1656–1771.
For general incoming records, no parallel transcriptions were created. Incoming and outgoing records from 1771 to 1783 are sorted by subject, for example: Buchhaltung, Fleims, Forst, Militaria, Montan, Post, Salz, Umgeld, Straßen and Zoll. However, some older records of the chamber were transferred to other collections, such as the Pest archive, Memorabilia of Ambras, Cameral-Cattanea and the Complementary files. In total, regarding the “Records series” there are files related to 1594 fascicles.
Other extensive record series of the chamber are the “Ältere Cameral-Akten”, “Cameral-Akten”, “Cameral-Relationen”, “Extra-Cameralia”, “Bankal-Akten”, “Rechnungen” and “Buchhaltungsakten” [q.v. Beimrohr, Das Tiroler Landesarchiv und seine Bestände, 79].
The repertories to the sub-series “General incoming records” are the Journale “Einkommene Schriften” (journal of incoming records), 1668–1783, which are regularly created with indexes. Sections I, J and Y contain Jewish-related entries, which may be located by using an individual’s name, as the index is sorted by name rather than subject. Some names are accompanied by the designation “Hebreer” (Hebrew). The number beside the reference denotes the text passage in the same book. Records may be ordered by noting the name of the collection and the date of the passage of interest.
Jewish-related references in these journals are sparse compared to other series and appear in relation to customs regulations, such as the “Leibzoll”, a toll which Jewish travellers or traders had to pay to cross territorial borders and guarantee their protection in a territory. In this sizeable collection, the journals may be consulted alongside these assemblages of outgoing records: cartulary series “Geschäft von Hof” (Business of the court), cartulary series “Entbieten und Befelch” (Announcements and orders), cartulary series “Gemeine Missiven” (General missives), cartulary series “Bekennen” (Concessions) and cartulary series “Gutachten an Hof” (Reports to the court).
To construct an overview of Jews and their lives and early “communities”, the records of each series or collection should be combined with those of their counterparts – in this case, incoming and outgoing records should be considered together – and records of similar assemblages to understand the progression of a decision [q.v. Hölzl, Repertorium Nr. 203 – “Älteres Gubernium”. 1764–1783, Innsbruck 1985, V]. This also applies to other collections of the general administration.
- Archival history:
- This collection was transferred to the Tyrolean Regional Archive according to the regular document transfer process stipulated by national archival regulations.
- Administrative/biographical history:
- The creator of this collection was the Upper Austrian chamber, a stable commission established in 1493. This authority was responsible for the territorial fiscal administration of the county of Tyrol and Anterior Austria. Its counterpart was the Upper Austrian government, which was equivalent to the chamber and was responsible for the inner administration and judiciary of Tyrol and Further Austria. Both authorities were later subordinated to the Privy Council, which was established in the late 16th century, and subsequently to the Second Privy Council. In the administrative reformation of 1749, the Upper Austrian chamber was incorporated into the new comprehensive administration authority for Tyrol and Anterior Austria, “Repräsentation und Kammer” (Representation and Chamber), founded by Empress Maria Theresa. The jurisdiction of the Upper Austrian government also shifted to this new authority for general administration. The traditional Upper Austrian chamber and the Second Privy Council no longer existed after Maria Theresa’s reformation. [q.v. Beimrohr, Das Tiroler Landesarchiv und seine Bestände, 78.]
