The collection “KA Kantonsarchiv” (archive of the canton) covers the timespan between 1803 (the establishment of the canton of St. Gallen) and 1931. It mainly holds documents produced by the authorities of the canton, such as minutes of council meetings of the canton.
The collection includes a file containing a circular concerning the handling of criminals (including “Jüdische Gauner”, i.e. Jewish criminals) and itinerant tradesmen (especially Jews) that was produced in 1842 (KA R.89). Jews were allowed to settle in the canton of St. Gallen from 1863 onwards. Prior to this they were considered undesirable. The circular’s aim therefore is to keep Jewish merchants away from St. Gallen.
It also contains a file concerning the permission for Jews to settle in St. Gallen (KA R.91 D). The law was called “Gesetz über den Handelsverkehr, den Aufenthalt und die Niederlassung der Israeliten” (Law concerning the trade, the place of residence and the permission to settle for Israelites), which was enacted in 1863. The collection also holds a file containing a proposed motion from 1861 on which the motion from 1863 was based.
File KA R 49 B contains a large number of documents dating back to the 19th century. They mainly cover the evolving discussion about permissions for Jews to trade and settle in the canton of St. Gallen and include lists of Jewish tradesmen.
