The Vorarlberger Landesausschuss (state committee of Vorarlberg) mainly had the right to supervise the financial activities of the communities in Vorarlberg. Other sections that were administered by the state committee were the sections of cultural affairs, the administration of charitable institutions, the support of other governing bodies concerning the defense of Vorarlberg, the educational system and ecclesiastical matters.
Not many files have a connection to the Jewish community or to Jewish individuals, but a quite remarkable and substantial correspondence between the Jewish community of Hohenems, the Landesausschuss (state committee) and other administrative bodies like the Bezirkshauptmannschaften (district administrations) is to be found in this collection. This correspondence covers the 1860s and 1870s and has an administrative character. Other content concerning the Jewish community or Jewish individuals is not easily found. There is no cluster or collection that contains all records concerning the Jewish community, but there is a great chance to find something about Jewish families such as the Brettauers or the Rosenthals.
There is, for example, a file about a donation of Anton Rosenthal to the Kaiserin-Elisabeth-Hospital in Hohenems. Another file documents a plea for the depreciation of Ivan and Anton Rosenthal's capital to the taxation council. Beside that there is another file concerning the property tax and other tax matters of Ferdinand and Wilhelm Brettauer.
Most of the files concerning Jewish individuals that are to be found in this collection, are about fiscal matters and concern the wealthier families of the community. Beside that, the collection holds motions and protocols of the municipal council and the Jewish community of Hohenems, which were then sent to the Landesausschuss (state committee), a list of the members of the Jewish community from around 1850 (53 persons; all male), an electoral list of the community from 1876, statutes of the community for property tax and taxation in general and correspondence of the Jewish community of Hohenems with the Landesausschuss and other institutions. The correspondence is mainly about jurisdictional matters and the relationship between the Jewish and the Christian community.

- In 1861 the “Februarpatent” (February patent) induced the establishment of the Landesausschüsse (state committees, i.e. state governments with fewer rights than the “normal” state governments) in several crown lands. Vorarlberg too was granted the re-establishment of a Landtag (state diet) and a Landesausschuss (state committee). From 1861 onwards Vorarlberg was therefore governed by the state committee in Bregenz in coordination with the stewardship in Innsbruck. This administrative dualism was characteristic for the administration of the Austro-Hungarian empire between 1861 and 1918. In November 1918 the Landesausschuss was replaced by the newly implemented Landesregierung (state government).

- There are three finding aids, two of which are online. The first is the so called “Vorarlberger Landesausschuss 1861 bis 1918” (state committee of Vorarlberg 1861 to 1918) finding aid. This provides a useful overview of the boxes and their organisation. The second one is called “Vorarlberger Landesausschuss - Handschriften” (state committee of Vorarlberg - manuscripts) and provides an overview of minutes of meetings of the committee and the state funds. The third comprises a number of Findbücher (finding aid books) that can be used in the archive itself. They are necessary to locate files. A researcher has to screen the Findbücher for keywords and their signatures to find them in the state committee of Vorarlberg 1861 to 1918 finding aid.
