- Administrative/biographical history:
- Herbert Rausch (1939-2009) was born in Cloppenburg on 2 May 1939, the son of the Justice Inspector Alois Rausch and his wife Alma, née Tabeling. After working in the financial offices of Hannover, Nienburg, Oldenburg and Vechta, he became in 1974 the administrative head of the Cloppenburg Tax Office. Effective 1 October 1974, Rausch was transferred from the financial administration to the local district administration by decision of the district council of Cloppenburg in order to take over the post of deputy of the Chief Administrative Officer (Oberkreisdirektor) Schweers as department head. On 7 December 1976 the district council elected him Oberkreisdirektor for a first twelve-year term, which was extended to 1988 for a further twelve years and in the year 2000 again until 31 October 2001. During his 25-year tenure as the Chief Administrative Officer of the District of Cloppenburg, Herbert Rausch distinguished himself by energetic official work, which was recognised far beyond the borders of the region, and by development of the District of Cloppenburg. In addition to his professional work in the stricter sense, Rausch had an impressive record of service and volunteer activity in various economic as well as communal associations and bodies, but also in the social and cultural sector.
