- The Lower Saxony Ministry of Justice was established as the concept of the first Minister of Justice, Wilhelm Ellinghaus, who was appointed on 23 November 1946 and based in Hannover. Since then, it has been responsible for assisting the minister of justice in carrying out his duties and ensuring an independent and effective judiciary.
