The collection contains documents relating to personnel administration, education and cultural policy, including: cultural agreements, recognition of foreign degrees and grades, fundamental issues of higher education, university planning and law, university access and authorisation, buildings, study matters, research funding, personnel, organisation, staff, budget and research of individual universities, promotion of non-university research, including from funds of the Volkswagen Foundation, cultural affairs, including: protection of cultural assets; foundations and corporations; visual arts; historic preservation; media; heritage preservation; among others, Lower Saxony heritage union (Heimatbund); museums; theatres and music; among others: license lists; library system; adult education; especially adult education colleges, etc.

- Administrative/biographical history:
- On 23 July 1974 a "Ministry of Sciences and Culture" was formed following a decision of the state government (Nds. 1974, p. 1285). The following responsibilities of the Ministry of Education and Cultural Affairs were given to the Ministry of Science and Culture (see Forword Nds. 400 for its development): (a) science and colleges (b) continuing education and public libraries (c) care of arts and culture (d) monument protection and preservation (e) training support (f) teacher training and related matters.
