- Administrative/biographical history:
- As a result of the district administrative order, the local authorities were given limited self-government in certain police matters as well as in municipal, school, health and settlement matters. Organs were the district council as a legislative branch and the six-member district committee as an executive. The district committee was also a decision-making committee and administrative court of first instance. On 6 May 1884, the district administrative order for the Province of Hannover was introduced with effect from 1 April 1885. The former administrative districts (Ämter) of Hunteburg and Wittlage now formed the administrative district (Landkreis) of Wittlage. To it belonged 31 municipalities, which were combined in the six joint municipalities of Bad Essen, Barkhausen, Hunteburg, Lintorf, Ostercappeln and Venne. The district administrator (Landrat) directed and supervised the business, convened the district committee, prepared the decisions and represented it to the outside. The district committee prepared the decisions of the district council and carried them out as an executive body, appointed the district officials, directed and supervised their management, led the affairs of the general state administration and administrated the district affairs. Among the tasks belonged, among others, care, travel, tax, levy, school and health matters. Supervisory authority was the chief administrative officer, in the last instance the provincial governor. Against decrees of the Landrat there was the possibility of the complaint with the district committee. The district committee itself was responsible as administrative court of first instance for administrative litigation. Against district officials and community leaders, it could also act in the function of a disciplinary court. During the National Socialist period, changes took place in the district constitution. The responsibilities of the district council were transferred to the district committee by the law of 17 July 1933. On 26 September 1939, the decision-making powers of the district committee were taken over by the district administrator, who was able to consult the district committee members for advice. The decree of the Lower Saxony Prime Minister of 14 October 1947 determined the transition of the state district administrator's rule to the circles or establishment of the district administration, respectively, with the reference date of 1 April 1946.
