- Administrative/biographical history:
- As a result of the district administrative order, the local authorities were given limited self-government in certain police matters as well as in municipal, school, health and settlement matters. Organs were the district council as a legislative branch and the six-member district committee as an executive. The district committee was also a decision-making committee and administrative court of first instance.
