- Administrative/biographical history:
- On 1 April 1885 the administrative district order for the Province of Hannover of 6 May 1884 came into force. Accordingly, the district of Bersenbrück now included the former administrative districts of Bersenbrück, Fürstenau, Vörden and the city of Quakenbrück. The head of the administration of the district was the district administrator (Landrat), who was appointed based on a proposal of the district council of the king, after 1918 by the state government. Thus, the district administrator was first and foremost a state civil servant who was subordinate to the chief administrative officer (Regierungspräsident), and as such was responsible for the affairs of the general state administration and of the local police administration at the lower administrative level. In addition, he chaired the district council - without voting rights - and acted as chairman of the district committee - with voting rights - and he was responsible for the municipal administration of the district. The tasks of the state district administrator's office were at the lower level of administration of all branches of general state administration, unless special authorities directly or indirectly involved in this stage performed these tasks. Essentially, the administrative jurisdiction included sovereignty, foreigners and passports, insurance, health care, agricultural affairs, supervision of trade and commerce, churches and schools, and above all the wide field of police duties. The responsibilities continued until the 1930s. The area of jurisdiction of the district administrator's office increased considerably in competencies after the National Socialist "seizure of power", at the expense of the gradual elimination of the municipal district administration. After the jurisdiction of the district council had been transferred to the district committee in July 1933, in December of the same year the district committee was removed as a decision-making authority; instead, the district administrator decided. In September 1939, the responsibilities of the district committee were transferred to the district administrator and its right to be heard was revoked. Even after the end of the Second World War, the district administrator appointed by the military government initially conducted the business alone. After the reestablishment of municipal self-government in 1947, the district administrator's jurisdiction was transferred to the district municipal administration by the decree of the Prime Minister of the State of Lower Saxony.
