- Administrative/biographical history:
- On the basis of the provincial administrative law of 30 July 1883 a district committee was formed in 1885 in addition to the district president. It acted as a decision-making authority and thereby held more responsibilities than the provincial administration among the entire jurisdiction of the government as a decision-making authority. The committee was granted the administrative jurisdiction in disputes over claims and liabilities under public law, which was only introduced in the province of Hannover. It decided at first instance and was the authority of appeal for judgments of the district and city committees. Revisions were possible at the higher administrative court in Berlin. The college of the district committee consisted of the district president as chairman, two officials appointed by the king for life and four laymen as assessors. The function of the district committee as a decision-making authority ended in 1933, while the jurisdiction of the body, then designated as the district administrative court authority was maintained.
