- Archival history:
- The holdings of the state and cabinet ministries of Hannover (1813-1866) combine the files of the ministerial departments and ministries, which concern the district of the Osnabrück bailiwick (from 1823 to 1885 to the present government). The files were transferred to the local state archives by various authorities in Hannover and Osnabrück in the last decades of the 19th century.
- Administrative/biographical history:
- After liberation from French rule, the state and cabinet ministries in Hannover were appointed as a central authority with collegial management in 1814. In 1816, 16 special departements were established. However, all important issues were still discussed in plenary. It was only as a result of the July revolution that specialised ministries were formed. First, by decree of 5 July 1831 the military departement and the war office were integrated into the war ministry, then, after a rescript of 30 April 1832, the other departements were combined into the five ministries of foreign affairs, judiciary, clerical and teaching matters, finances and trade, as well as the interior. In addition, until the abolition of the personal union with England in 1837, there was under a minister, formally equal to the ministries, the German chancellery in London as the liaison office with the king. The development of specialised ministries was completed by a decree of 14 November 1837, which abolished the old cabinet ministry and made each ministry a closed unit with its own office. From 1837 to 1848, a minister of the royal cabinet presided over the ministers, for some time wielding the authority of a prime minister (see Rep 310). From 1848 onward, the king no longer appointed individual ministers, but rather entire ministries with a chairman.
