- Relevant subjects within this collection are: beggars, vagrants and measures taken, support of the poor, admission of foundlings, lunatics and orphans etc., inquiries, information and complaints in business matters, establishment of the Israelite consistory in the Westphalia Weser departement, discussion of whether Jews in the principality of Osnabrück should be allowed to own land.
- Administrative/biographical history:
- When, on 26 May 1803, French troops marched into Bentheim and on May 29 into Hanoverian territory - to the Principality of Osnabrück - the brief affiliation of these areas with Hannover was initially interrupted for more than a decade. The French general Mortier (and after him Bernadotte) took over the supreme governing authority. The Hanoverian middle and lower authorities remained in existence, the supreme state administration was transferred from General Mortier to the College of State Deputies in Hannover, which he had formed from the provincial deputies. After a short Prussian possession of the country from October 1805 to October 1806, the French occupation returned to Osnabrück on 26 October 1806 under General Grandjean. On 5 November 1806 Osnabrück was subordinated together with Münster, Mark, Tecklenburg and Lingen to the Division General Loison. The new supreme authority, headed by General Canuel from February 1807, was called the "Administrative College of the First Government of the Conquered Lands". The only change for Osnabrück was the separation of the state from the Electorate of Hannover; constitution and administration of the state did not undergo any change, the authorities operated based on former regulations. The decree of 11 August 1807, however, determined the areas that were to form the Kingdom of Westphalia. This included the Principality of Osnabrück.
