- The collection contains different types of files, with a focus on the National Socialist period. Relevant issues are: Requests for change of family names in the city of Papenburg, expatriation and denial of citizenship, list of names of the Jews affected by the revocation of citizenship from the entire territory of the Reich, 1937-1938, criminal convictions in the city of Papenburg, searches, manhunt and criminal investigations by the Gestapo in crimes, transport of prisoners and detainees, statistics of school children for the school association Papenburg, directories of the pupils of the Private Jewish Elementary school in Papenburg for 1937 and 1938, proof of the itinerant trade licenses applied for by citizens in Papenburg, issuing of business license cards, monitoring of food prices in Papenburg, Jewish butchers, registrations of commercial enterprises in Papenburg and entries in the register of qualified craftsmen.

- The municipal archive, which also contains documents from the city of Aschendorf and other incorporated villages, has been deposited in the State Archives since 1979.
- Administrative/biographical history:
- The city of Papenburg emerged from a fen colony founded in the 17th century on the border between the "lower bishopric" (Niederstift) of Münster and the County of East Frisia. The city received city rights in 1860 and developed during this time into the most important Hanoverian seaport.
