- This collection comprises records of general administration (sovereignty, municipal supervision, police, asset management, etc.) 1879 to 1946 (with some earlier and later documents). It includes a list of Jewish real estate for the military government in 1945 and documents relating to loss of nationality; Jews' family names, Jewish property, statute of the Jewish community, concessions for Jewish enterprises.
- Administrative/biographical history:
- A fundamental reorganisation of the office division of the Principality of Schaumburg-Lippe took place in 1879 (according to the law of 31 December 1877), when two administrative and thus identical district court districts were formed in Stadthagen and Bückeburg. The previously independent administrative district of Hagenburg was thus united with the administrative district of Stadthagen. The administrative district was headed by a bailiff. Although the business of the administrative district changed as a result of the Regulation of 1879 in so far as the district court jurisdiction came alongside the office administration (see L 120b), it still covered all lower-level administrative matters of the state. In 1884, the administrative district was converted into the administrative district office of Stadthagen-Hagenburg, accordingly the bailiff now bore the title of district administrator. This title he retained even after the re-designation of the administrative district office as district of Stadthagen in 1899. A substantive transformation occurred in 1923 in the wake of the democratisation of Schaumburg-Lippe. In the district regulations, he was charged with the promotion of agriculture, trade, commerce and public health and healthcare, welfare, child and youth care, the promotion of transport facilities, as well as with the establishment of independent ventures - in addition to the duties assigned by the state and the Reich - such as gas, electricity and water works, savings banks or settlement companies. Organs of the district were district council, district administrator and the district committee. The district thus got a parliamentary representation. The district council proposed the district administrator, who was appointed by the state government. The district committee, consisting of the district administrator and district members elected by the district council, was directly involved in the administration of the district functions. The merging of the municipalities of Bückeburg and Stadthagen to a district with headquarters in Stadthagen, planned by the state government since 1926, had no practical consequences. Both municipalities remained intact. On the other hand, the seizure of power by the National Socialists brought about a considerable strengthening of the position of the district administrator, who was able to exercise more and more independence from the district council. Consequently, the district councils were dissolved in 1936. In terms of appointments to the district committees, the state government now had take into account, in addition to the district administrator, the district leader of the NSDAP. Due to the revised municipal code of 1946, these conditions changed fundamentally. The district administrator became the political representative of the re-established district council. Head of the district administration became the chief district executive (Oberkreisdirektor). Police administration was devolved from district level and became a direct responsibility of the state, as did some aspects of health care and schooling. On 1 April 1948 the two districts of the are of what had been the Principality of Schaumburg-Lippe, Stadthagen and Bückeburg, were united as the district of Schaumburg-Lippe, with its administrative centre in Stadthagen.
