Scope and content:: The collection, which provides insight in the period of the Arrow Cross rule in Hungary, contains the fragmented records of the Government Commissioner for the Evacuated Area, also known as the Leader of the Civil Administration in the Military Operational Zone. Most of the collection consists of general administrative files pertaining to organisational and personnel matters of the commissariat, registration of manpower and the arrangement of evacuation as well as cases of petty offences (kihágási ügyek), newspaper clippings, placards and the correspondence of Commissioner László Endre, mostly inquiries written to him. However, there is also evidence of the draconian measures against deserters an other “internal enemies”, including Jews.

Archival history:: The collection was acquired by the Hungarian National Archives in 1948.

Administrative/biographical history:: Established by Prime Minister’s Decree no. 4020/1944 on 14 November 1944, the central commissariat for the operational area (hadműveleti központi kormánybiztosság) was responsible for the organisation of civil administration and law enforcement, including the paramilitary units of the Arrow Cross party (Armed National Service, fegyveres nemzetszolgálat), who were responsible for several war crimes in this period against Jews and other minorities. The head of the commissariat was the leader of the civil administration of the military operational zone (hadműveleti terület polgári közigazgatásának vezetője). Ferenc Szálasi appointed László Endre (1891-1946) to this post. Endre was a Hungarian politician and administrative leader, one of the chief protagonists of the Holocaust in Hungary. Serving as chief constable of the Gödöllő district (1923-1939) and as the subprefect of Pest-Pilis-Solt-Kiskun County (1939-1944), he was one of the forerunners of anti-Jewish and race protectionist policies in interwar Hungary. After the German occupation of Hungary in March, 1944, he was appointed the administrative state secretary of the Ministry of the Interior, where he was responsible for “Jewish matters”. At the end of the war Endre escaped to Germany, where he was arrested and extradited to Hungary. He was put on trial, sentenced to death and executed in 1946.
