- Scope and content:
- The collection holds all the records of the 20 administrative districts (járás) that existed in Pest-Pilis-Solt-Kiskun County between 1886 and 1944. Relevant parts of the material include lists of taxpayers (taxation of lands, houses and other real estate), tax registries (adónyilvántartások), lists of largest taxpayers, lists of permits of tradesmen and merchants (iparlajstromok), lists of apprentices and employees, drafts of conscripts, various records of industrial, commercial and financial enterprises, regulation of press and movies, lists of citizens committed to public works, lists of permits of tradesmen and merchants and companies, lists of apprentices, conscription issues, matters of orphans, petty offences, residence permits, inheritance matters, financial and commercial transactions. building, weapon and many other kinds of permits, matters of petty offences, and various minor private administrative matters of Jewish individuals. The majority of the records of the administrative districts were lost or destroyed. The material pertaining to the period of anti-Jewish laws and the Holocaust is particularly poor. Only the records of the chief constables of the Gödöllő, Szentendre, Vác, the Buda Region (1938-1944) and Pomáz Districts (1938-1940) contain files from this period. These segments of the collection contain citizenship, passport and naturalisation cases, cases of registers of births, marriages and deaths, administrative measures against non-resident aliens and foreigners, internment and custody, expulsion of Jews, anti-Jewish laws and bureaucratic antisemitic practices, magyarisation of names, expropriation and distribution of Jewish real estate and movable property, requests for Jewish apartments and businesses, liquidation of Jewish organisations and institutions, investigations in matters of hiding Jewish assets, confiscation of radio receivers and other items, and ghettoisation. Besides, the material also contains information on the supervision and activities of extreme right wing political parties and organisations.
- Archival history:
- The records of the Chief Constables’ offices in Pest-Pilis-Solt-Kiskun County were handed over by the County Council to the Pest County State Archives and its successors during the 1950s. The material was organised into the present fonds in the late 1970s.
- Administrative/biographical history:
- Headed by chief constables (főszolgabírók), districts were the basic administrative bodies of the counties in Hungary and the authority of first instance (elsőfokú közigazgatási hatóság) in the provinces. Districts already existed in medieval Hungary, but as modern-era administrative units they were created by Act XXI of 1886 (modified by Act XXX of 1929). Each district engulfed several villages (municipalities), the administration of which was subordinated to the chief constable. Besides, chief constables also supervised the gendarmerie, the law enforcement agency responsible for maintaining order and persecuting crime in the districts. The division of Pest-Pilis-Solt-Kiskun County into districts underwent several changes. The number of districts was initially 14, which was increased to 16 in 1913 and 17 in 1937.
