The collection comprises records related to the work of the city authorities and the development of the city in the period 1837 to 1944. Documents created before WWII provided data on the Construction Department, electrification of the city, renovation of cobblestones, filling of ponds, construction of a green market, renovation of a steam bath, allocation of plots to citizens, reconstruction of the cemetery, work of the Šabac Hospital, as well as data related to Jews in Šabac. The latter includes the following:
In the Indices of Names of the State Hospital Šabac for 1934 the name of Sara Albahari was recorded as she was a patient in the hospital from whom the costs of treatment were collected, as was the name of Miklos Kiš. Several Jews participated in the procurement for the needs of the hospital: S. Davičo from Belgrade submitted an offer to the hospital for the delivery of various devices, and there are several invoices from Jakov Žak for the supply of soap for the needs of the hospital. The collection also includes financial documentation and papers of Dr. Alfred Koen related to the procurement of apparatus and equipment for the establishment of the laboratory. In the Personnel Control Book of the City Administration for 1936/37 Avram Nahman was recorded as an employee, likewise his income from April 1936 to March 1937, when he retired. The book of Minutes from the sessions of the Municipality of Šabac held in the period 1926-1933 includes decisions referring to Jewish businessmen. At the session held on 20 April 1927 the decision was made to procure the material for paving the streets from Moša Abinun.
A separate unit of documents created in the period 1941-1944 comprises data related to the implementation of anti-Jewish laws and Jewish property. 1) File GP-161, Order of the Military Commander of Serbia related to Jews and ‘Gypsies’, dated 30 May 1941 and the communication of the Administration forwarded to the lower administrative bodies to fulfil the measures prescribed by the Order. 2) File GP-162, Order of the Field Command to the Committee of the Jewish Emigrants to forward all Jews and emigrants to the camp on the Sava River by 15 July 1941. 3) File GP-163, reports of Jews on their property statuses. 4) File GP-165, Order to establish a commission for inventorying of Jewish property and for sealing up their houses or giving them to refugees. The preserved books contain data on the Jews in Šabac. Among them was the Book of Property of the Šabac Jews initiated in 1941, which listed all Jews who lived in Šabac and data on their property from September 1941 to February 1943. The incomes and expenses of the Jews of Šabac and those who were not from Šabac were recorded by month. The revenues and expenditures of Moša Avramović from Paris, Rihard Frelih from Belgrade, Ludvig Berger from Novi Sad were also listed. The book also contained the inventory of the property of the Jewish Religious Community, and the companies "Briteh" from Belgrade and "Dia" from Zagreb. Jefta Kujundžić from Šabac was also mentioned as a member of the Jewish community. The books indicate that the largest part of the income of the Šabac Jews came from renting i.e., leasing.
- Archival history:
- The incomplete and damaged records were transferred to the Archives in 1953. The collection was categorised as archival material of great importance.
- Administrative/biographical history:
- Municipalities, as administrative units, were first mentioned in the Constitution of the Principality of Serbia, known as the Sretenje Constitution, and they were introduced by the adoption of the Law on the Organisation of Municipalities, passed in 1839. Thus, the Municipality of Šabac was established as the local organisation to administrate the city affairs and execute decisions of the higher authorities. The Law on Municipalities, passed in 1902, did not bring significant changes in the statuses of the municipalities. It was valid until 1933, when a new law was passed. From 1934 to 1944, the City Municipality of Šabac was called the City Administration of Šabac.
