- The collection contains materials of the pristav (marshal) of the Fourth Police Station in Vilna, including circulars and orders of different governmental bodies; the pristav’s correspondence and reports; records on foreigners banned from entering Russian territory; papers on various public organisations; and papers on police surveillance on suspected persons. The collection includes some Jewish-related records. For example, a file from 1897 contains a notarised inquiry into the real estate debts of Honele Ginzburg (inventory 1, file 42). A file from 1898 contains papers on police surveillance on a Jewish resident Meerovich (inventory 1, file 33). The main reasons for establishing police surveillance were political activities such as anti-government propaganda, membership in revolutionary circles, participation in strikes, and holding and disseminating anti-government publications. The use of surveillance was established in Russian law as a measure to prevent acts against the existing order. The main task of the police was to ensure that the suspected person stayed in his registered place of residence and could be called at any time for interrogation and investigation. While it is not evident in the inventory lists, it is reasonable to assume that one can find Jewish names and records in books of persons under police surveillance, orders of the chief of police on the establishment of surveillance for various persons, orders referring to persons suspected of revolutionary propaganda, and in books for registration of individuals who were prohibited from entering Russia.

- The position of pristav (marshal) of the Fourth Police Station in Vilna was established in 1799. He was responsible for maintaining order and security in certain quarters of the city. His functions included inter alia: surveillance over the population; fight against crime; struggle against strikes, demonstrations and the revolutionary movement; surveillance of the press, public organisations and foreign confessions. He also collected statistics and registered passports for residents in the area of which he had jurisdiction. The position of the pristav was abolished in 1917.
