The collection comprises materials of the Commission for Evaluation of Damage Caused by the War of 1812. The commission was responsible for the payment of appropriate compensations to all the victims and contains materials connected to applications submitted to the commission by the population. The collection includes: resolutions of the Chief Military Committee for Conscription; reports, correspondence and minutes of the commission meetings; reports of the Vilnius Finance Chamber; records on taxation; statistical data on population and economics; information on requisitions made by Russian troops and various financial documents.
For instance, a file dated 1812-1813 contains records and statistical data on Jews in Borisov and damages inflicted by the troops to the Jewish community in Borisov (inventory 1, file 2165). Similar materials from 1812-1813 refer to damages inflicted on the Jewish population on the estate of Dalkevichi, and on the estate of Malo-Dol’tse, in Dokshitskaia Sloboda in the town of Dokshitsy (inventory 1, files 2168, 2172, 2178, 2186). In 1766, according Russian official data, 210 Jews lived in Dokshitsy. A file from 1814 includes materials regarding the Jewish community of Borisov who showed loyalty to Russia during the advancement of Napoleon's army in 1812 (inventory 1, file 2222). The main Jewish occupations of the Jews in Borisov were trade in grain and timber that were sent to other regions in the Russian Empire via the Dnieper and Dvina Rivers. Another file from 1814 contains materials for evaluation of damages caused by the troops to the Jews of Minsk during the war (inventory 1, file 2227). The file includes a request regarding damages submitted to the authorities by Aharon Ben-Yaakov and other Jews in 1813. During the 17th and 18th centuries Minsk became a centre for Jewish religious scholarship and during the 19th century the city was home to one of the largest Jewish communities in the Russian Empire. A file of 1814 includes materials related to the evaluation of damage caused by the troops to the properties of Shlemovich, a Jewish resident in Minsk (inventory 1, file 2226). The collection contains records concerning damages caused by the troops to the population of Nesvizh (inventory 1, file 2236). This town historically was owned by the noble Radziwiłł family and during the 18th century its local Jewish community was considered one of the most prosperous in Lithuania. The collection contains receipts issued by the authorities for the supply of provisions to the troops in lieu of taxes.

- The Commission for Evaluation of Damage Caused by the War of 1812 was established in 1813. It was to assess the damage caused by the army to the property of the civilian population and particularly for delivering food and fodder during the war. The commission was responsible for facilitating payments of compensation in the provinces of Vilnius, Minsk, Grodno and Białystok regions. The commission functioned until December 1816.
