- The collection comprises materials of the Warden of the Vilna (Vilnius) Citadel building no. 14. It includes orders of the Vilna Governor-General concerning imprisonment and release of political prisoners, the warden’s official correspondence, lists of prisoners and financial documents. The collection contains instructions regarding detention, registers of prisoners' items, cases on the placement of political prisoners and on the expulsion of those convicted of participation in the 1863 Polish Uprising. The collection includes many records referring to Jewish political prisoners whose numbers began gradually to increase in the late 1880s. Among these materials are files in 1882: about the imprisonment of Eliash Rom, the son of a merchant (inventory 1, file 45), Leib Mikhailovich and Khaim Churzhin (inventory 1, file 49), Yakov Perelshtein (inventory 1, file 50) and Abram Kasp (inventory 1, file 60). Two files, one from 1882 and the other from 1883, relate to the imprisonment of Vilnius resident Lazar Rabinovich (inventory 1, files 41 and 65). Some of the cases deal with the imprisonment of Jewish women who were political prisoners. A file from 1882 includes materials on the imprisonment of Rebeka Epshtein (inventory 1, file 41) and a file from 1884 relates to the imprisonment of Feiga Puzyrsky (inventory 1, file 76). Another file includes records regarding the release of Abram Hilarovsky from the Vilnius citadel in 1887 (inventory 1, file 95).

- The office of warden of the Vilnius citadel’s building no. 14 was established in 1868. The warden was subordinate to the head of the board of the Vilnius Province Gendarmerie and the chairman of the Vilnius Commission for Investigation of Political Cases. The warden was responsible for cleanliness of the cells in the citadel and for repairs. From 1851 political prisoners were imprisoned in building no. 14 of the Vilnius citadel. In 1869 a military prison was transferred to the Vilnius citadel. Political prisoners were generally exempt from corporal punishment until 1888. This exemption was thanks to a declaration by prison doctors that the prisoners were not in good health and would not survive the beating. The duties of the warden were abolished in 1907 with the closure of the prison. The prisoners were transferred to the Vilnius Province Prison.
