- The collection contains the materials of the Agriculture and State Property Board of Suwalki and Lomza Provinces including orders from various institutions, requests from individuals and contractors, correspondence of the board and its financial documents. The collection also contains the board’s annual reports, minutes of forest protection committee meetings on violations of forest regulations, documents on deforestation, exploitation of state land and forests, their lease and sale. Materials in the collection shed light on the activity of Jews in the timber trade. During the second half of the nineteenth century, Jews comprised almost half of Lomza residents and contributed to the expansion of the timber trade. A file from 1864 includes a contract made by Jewish merchant Rosenblum with the management of Count Tyszkiewicz's “Zhimory” estate for the purchase of timber (inventory 3, file 3). A file from 1914 includes a request made by the timber merchant Movsha Finkelstein to grant him a postponement for the removal of the timber he purchased in state-owned forests (inventory 3, file 4,235). Several files dated 1912-1914 include minutes regarding a breach of a timber purchase contract made by a Jewish merchant, Abram Varshavsky, with the local management of state-owned forests in Mariampol district (inventory 3, files 3028, 3072). Similar documents refer to the activities of the timber merchant Auzer Zalinger in 1913 (inventory 3, files 3073-3079). The collection includes various documents from 1910-1913 regarding allegations of breach of contract made by the Jewish timber merchant Iankel Reines for the purchase of timber (inventory 3, files 2,907-2,910). A 1914 protocol on breach of contract for deforestation made with the authorities by female Jewish timber trader Kraina Gofman and her worker is also included in the collection (inventory 3, files 2299 and 2302). A file from 1913 includes protocol on the damage caused to state-owned forests in the Suwalki region by timber merchant Abram Gutkovski (inventory 3, file 1262). Some of the documents refer to deforestation without permission and contracts. A file from 1914 deals with this matter and sets out claims against the timber merchant Ilya Levinsky and his employee (inventory 3, file 1242). The collection includes also materials about the imposition of fines for various offences and levying of payments. For example, a file from 1870 deals with a fee charged to Shaia Sholomovich by the Oginski princes’ estate “Retovo” in Rossieny district (inventory 3, file 216). A file from 1915 includes papers on the collection of a fine from a Jewish farmer, Shmuilo Feigin, for moss gathering in the state-owned Braslaw forests (inventory 3, file 2,624). A file from 1913 contains materials on unauthorised grazing by Iosel Gofman (inventory 3, file 2,212).

- In 1867 the territories of Augustow Province were divided into Suwalki Province and Łomża Province, resulting in the establishment of the Suwalki and Lomza regional forest boards. In 1884 these boards were reorganised into state property boards. In 1902 the board was renamed the Agriculture and State Property Board of Suwalki and Lomza Provinces. The board managed the state's forests, land, water infrastructure, carried out land and forest measurements, and compiled inventories of estates. The board also leased out forests and other resources. In 1915, following the outbreak of the First World War, the board was evacuated, and in 1918 it was closed down by the Bolshevik Government.
