This collection contains criminal and civil proceedings from the Investigation Commission of the People's Commissariat of Justice of the Lithuanian and Belarusian SSR at the Vilnius Revolutionary Tribunal, from the year 1919. The criminal and civil proceedings in this collection are against persons accused of various crimes including speculation, espionage and counter-revolutionary acts. It also contains the Commissariat’s decrees, Lietuvos ir Baltarusijos TSR Liaudies Komisarų Tarybos dekretai, Vilnius City Commandant’s Orders, minutes of the Inquiry Commission’s meetings, requests for clemency, prisoner survey sheets and correspondence pertaining to the commission’s activities.
In terms of content related to Jewish history, a number of files among the cases against Lithuanian middle-class political figures and counter-revolutionaries are relevant. For example, inventory 1, file 7, contains the criminal case files of Isaac and Chaya Vainer; inventory 1, file 18 contains the criminal case of Levin; inventory 1, file 33 contains the case of Shapiro. There are also relevant files among the cases of abuse of official positions. For example, inventory 1, files 53 and 54 contain the cases of N Rabinovich and S Robinovich; Inventory 1, file 59 contains the case of Abramson, prosecuted for disrespect of the Soviet government. Inventory 1, files 78 and 79 contain the cases of G and E Abramovich, accused of speculation and taking bribes. Inventory 2 contains more cases against counter-revolutionaries, including a number of Jews. For example, inventory 2, file 1, contains the file of Henrick Yakovlevich Abramov; inventory 2, file 4, contains the file of Rahmil Blat; inventory 2, file 12, contains the file of Abraham Berzak; and more.

- It is unclear from where or when the documents were acquired. The fonds was added to in 1955 and 1975.
- Administrative/biographical history:
- The Lithuanian Workers’ and Agricultural Labourers’ Office of Deputies adopted a resolution in 1919 regarding the establishment of Lithuanian and Belarusian Soviet Socialist Republics. At the end of February of the same year, a joint meeting of the executive committees of Lithuanian and Belarusian Governments took place in Vilnius, in which a joint council was formed. It is unclear exactly when the Investigation Commission of the People's Commissariat of Justice of the Lithuanian and Belarusian SSR at the Vilnius Revolutionary Tribunal was formed. Its responsibilities were to conduct preliminary investigations of counter-revolutionary activities, fraud, theft, speculations, espionage and other crimes. It is unclear exactly when the commission was dissolved.
