The Kovno Governorate was a governorate of the Russian Empire. Its capital was Kaunas (Kovno in Russian). It was formed in 1842 by Tsar Nicholas.
Raseiniai is also called Rassien in Yiddish. Jews began to settle in Raseiniai in the 17th century. At the end of the 19th century, Jews comprised 90% of all the inhabitants of Raseiniai. During World War I the Jewish population of the town was banished and only a few returned afterwards. The town was also one of the centres for the Haskalah Movement in Lithuania.
According to the YIVO 'Encyclopedia of Eastern Europe’, the Ustav rekrutskoi povinnosti (Statute on Conscription Duty) issued by Tsar Nicholas in 1827 made Jews in the Russian Empire liable to personal army service and thus cancelled their prior privilege of providing money ransom instead of conscripts. All recruits, including Jews, had to serve 25 years in the army. The Jewish community had to provide conscripts between the age of 12 to 25.
