This collection contains documents of the Biržai County Governor between 1919 ad 1941. There are documents pertaining to governmental institutions; minutes of county meetings; information about persons requesting foreign passports, permits to reside in Lithuania, gun permits; documents regarding damages caused by the war; lists of foreigners; documents about the establishment and running of charities, and associations. Jewish names can be found in lists of persons requesting gun permits, lists of foreigners, persons punished by administrative fines and some in the list of persons requesting benefits.
The collection also contains documents pertaining to associations: regulations, minutes of meetings; surveillance files of associations, societies, clubs, committees, parties; correspondence about activities of associations; lists of unregistered, liquidated and forbidden associations. A lot of information regarding Jewish associations can be found. - The Lithuanian Soviet Republic’s Central State Archive took over the fonds in 1949. The fonds was reorganised in 1951-1952 and again in 1980, supplemented in 1993 and 2000.

The Biržai County Governor was active from 1918 to 1940. He was appointed upon the establishment of an independent Lithuanian Republic in 1918. In 1919, the Pasvalys County Governor was united with the Biržai County Governor and became the Biržai-Pasvalys County Governor until 1924 when the name was changed back to the Biržai County Governor.
The County Governor had to oversee the creation of local municipalities, organise the creation of stations, and appoint heads of stations. He was responsible for internal security, education, health organisations and the establishment and activities of associations. The activities of the Biržai County Governor ceased in 1941 with the Soviet Occupation.
