- The collection contains materials of the Novoaleksandrovsk (Zarasai) District Police Department on various criminal, judicial, political and administrative issues. It includes circulars of the Kovno Governor, records on sanitation, conscription and charity, papers on issuing documents to the population and censorship, charge sheets and records relating to various court verdicts, papers on strikes, materials of surveillance of suspected persons and more. The Jewish-related materials in the collection include records on the korobka tax (a tax on kosher meat) from 1910 (inventory 1, file 121). Documents on police surveillance of Jews due to suspicions about their political and public attitudes and actions are also included in the collection. Charges of various criminal activities and state crimes related to Jews are another important part of the collection. For example, a case dated 1915 consists of papers on charges against Haim Glikman, Kagan and others for supporting Germany against Russia during the First World War (inventory 1, file 500). Another case, from 1915, contains materials on the accusation against Berka Iakubovich for harbouring in his room a person who defected from military service (inventory 1, file 501). The collection also contains many papers about the enforcement of court sentences in relation to Jews. While this is not evident in the inventory list, it is reasonable to assume that one would also find Jewish names in the following records dealing: issue of residence permits and other documents; the compilation of lists for the elections to the Russian parliament (the State Duma) in 1907; and evasion from military service.

- The activity of the district police administrations in the Russian Empire was based on the provisional rules of the police arrangement of December 1862. The Novoaleksandrovsk District Police Department controlled all cities, small towns, villages and communities on the territory of the district. The district police department was headed by the chief police officer (uezdnii ispravnik) who was subordinate to the Kaunas governor. The district police were entrusted with various functions, including surveillance of the district population, fight against crime, maintenance of public order, suppression of strikes, demonstrations and the revolutionary movement, administrative supervision, registration of the population, and control over the implementation of court verdicts.
