- The collection consists of the Riga City Trade and Crafts Commission records which reflect various aspects of the city's economic life. The collection includes: documents on the opening of enterprises and factories; records on the operation of enterprises, workshops; data on artisans’ guilds and on their composition; lists of artisans, traders, workshops, taverns and companies; papers on taxation, city’s markets and production modernisation; investigation of the artisans’ complaints and disputes; complaints of entrepreneurs against officials; materials on the audit of enterprises; correspondence of the Commission; reports on the opening of craft and trade schools and more. The collection contains many records concerning the economic activities of Riga's Jews including Jewish entrepreneurs seeking permission to open or modernise various industrial and trade enterprises. These materials may shed light on the contribution of Jewish entrepreneurs to the growth of consumer-goods industries and to the process of industrialisation. The collection also contains materials related to activities of Jewish artisans and workshops operated by Jews. For instance, a file from 1904 contains materials on the operations of the Plotkin and Hillel Leibovich tinsmith gas engine workshop (inventory 2, file 1965). A file, dated 1892, includes records on the examination Jewish artisans had to take testing their knowledge of their crafts (inventory 2, file 872). The results of the examinations could affect the rights of residence of Jews in Riga, which was beyond the Pale of Settlement. While this is not evident in the inventory list, it is reasonable to assume that there are also Jewish names in the lists of artisans, the records on investigations of disputes between the artisans and craftsmen’s complaints. The collection also includes: materials from 1892 on the rights of Jews to engage in commercial activities in Riga (inventory 2, file 873); records from 1893 on the exclusion from the Riga Jewish community of Jews who were registered in Riga as result of adoption (inventory 2, file 875); papers from 1897-1899 on the surveillance for non-resident Jews (inventory 2, file 880); passports of Jewish merchants and other documents permitting trade by Jewish entrepreneurs; the Society for the Promotion of Enlightenment among the Jews of Russia (OPE) petition of 1905 to allow the installation of a steam engine in a vocational school of the society (inventory 2, file 889). While this is not evident in the inventory list, it is reasonable to assume that one would also find Jewish names in lists of Riga tavern keepers and papers on economic activities on the city’s markets.

- The Riga City Trade and Crafts Commission was an institution responsible for the supervision of commercial activity in Riga, of various guilds, workshops, factories and enterprises. Until 1889 this municipal body was subordinate to the Riga magistrate, and from 1889 to 1917 to the Riga City Board.
