The collection consists of Jekabpils City Board documents referring to three periods: the Russian Empire (1882-1915), independent Latvia (1919-1940) and the German occupation (1941-1944). The collection includes: the board’s decisions for 1919-1940; records on taxation and citizens’ registration; papers on unemployed persons and helping the needy; correspondence on financial issues; written copies of issued war refugee certificates; employee job inquiries and employment contracts; list of City Board employees. While this is not evident in the collection’s inventory lists, it is reasonable to assume that there are Jewish records and names in these documents.
The collection contains several files specifically concerning Jewish citizens of Jekabpils. A file of 1890 includes a list of Jewish citizens, and a file from 1894 mentions requests of Jewish conscripts to get assigned to a recruiting station. Files from the period of Nazi rule contain a list of Jewish belongings that had been auctioned off or otherwise sold between 5 September 1941 and 31 December 1941, and lists of belongings taken from the Jews by force. The collection also contains files concerning commercial activities in Jekabpils, whose titles do not indicate the Jewish-related components, but it can be assumed that these documents include records referring to economic life and activity of Jekabpils's Jewish citizens. The collection contains a list of industrial and trade institutions for 1931-1934, correspondence with other city boards about the fair, lists of taverns and wine retailers, lists of alcoholic drinks' retailers, hotel and inn lists, lists of people offering driver and mover services, lists of people who received permits to import sugar, petrol and alcohol, tax records for industrial and trade institutions, and tax records of food and drink stores.

- The city board in Jekabpils was the municipal executive authority during the Russian Empire and the interwar period of independent Latvia. Its main functions were: city budget and tax collection, and control over the execution of the city budget annual estimates. In 1897 the Jewish community in the city numbered 2,087 people (36% of the population), and in 1925 there were 806 Jews (14% of the total). During the interwar period Jews dominated the town trade. There existed a Jewish school, and Zionist youth movements were very active. In 1940 Soviet rule caused the liquidation of private trade and Jewish public life. On 29 June 1941, German troops entered Jekabpils and began the persecution of Jews who in September 1941 were concentrated into synagogues and were then marched outside the city into a forest and murdered.
