- The collection consists of the Dinaburg Magistrate’s records which mainly reflect judicial functions of the magistrate. Many of the materials in the collection include Jewish-related materials. These records include a wide range of criminal and administrative cases in which Jews were both the accused and the victims. For example, in a case from 1858-1862, two Jewish booksellers were accused of distributing uncensored books (inventory 1, file 188). Files in the collection include many criminal cases of robbery, beatings, theft and concealment of stolen goods, smuggling, and distribution of counterfeit money, defamation, insults, and murders. Such cases may reveal internal conflicts within Jewish communities, in addition to tensions arising from the drafting process of Jewish recruits to the army. For example, a case from 1854 connected with murder mentions a group of Jews in Dinaburg who caught non-resident Jews to be recruited. During the attempt to catch a recruit, one of the catchers was fatally injured.(inventory 1, file 230). The administrative cases in the collection include claims of payments for promissory notes and other claims of debt obligations, cases related to disputes on the ownership of real estate, cases of approval of inheritance rights, and cases related to non-inclusion of persons in revision lists. The collection also contains a case from 1865 on the right for the tax-farming of the korobka (kosher meat tax) in the town of Dagda (inventory 1, file 741). Another case involves the unauthorised removal from urban land of gravel and limestone by a Jewish merchant in 1866 (inventory 1, file 693), and cases on insolvency of Jews (inventory 1, files 355,743).

- Many of the records originating in the Latgalian area of Vitebsk governorate were originally consolidated in Vitebsk and Vilnius, and later in Mogilev and Minsk. But over time, during the interwar and Soviet periods, many local records from Latgalia, including Dinaburg (Dvinsk, Daugavpils), were brought to Riga. After the World War II these records were consolidated in the Central State Archive of the Latvian SSR.

- The Magistrate of Dinaburg existed from the 16th century. During the Tsarist period magistrates (municipal authorities) were a judicial and administrative elected institution in the cities. They were responsible for the whole range of judicial, administrative, economic and social municipal issues, but their jurisdiction extended only to merchants and burghers (meshchanstvo). The elections of magistrates were carried out by local governments in county assemblies and city councils. Candidates had to meet the requirements of age, education, and high property qualification. After the abolition of the magistrates in 1866 their administrative and economic functions were transferred to city councils (dumas) while the judicial functions were transferred to the district courts.
